Archive User Groups without losing the data about it.

As it the user group interface currently works when you make a user group inactive you lose the data about the needs and users that were enrolled in that group. This leads to the challenging choice of leaving the group active and having to sort through all of the groups you've made from one semester to the next, or having less accurate data. 

A quick and easy solution could be making it so that there was an archive function for user groups, or change it so that the pending status does not put the user group into the list of possible options for courses when interfacing with volunteer needs.
