I would love to have an included or enabled list for qualifications, instead of an exclude list. As new organizations sign up, adding them to the excluded list takes a little more time/oversight.
We have a lot of waivers just for city departments, and new organizations who sign up keep selecting our city waivers.
Since we don't have new city departments signing up, having an "included organizations" list would be more useful than an "excluded organizations" list.

Thank you for laying out your use case and explaining why your organization would benefit from this enhancement. It really helps my notes for the team to review!
Here is what I'll add to our Enhancements board:
"The ability to select included Programs, rather than excluded Programs, for Qualification use permissions."
I will also add what you have mentioned here, to further explain the reasoning behind this suggestion. Let me know if I missed anything!
