Add Inactive Flag

Adding an Inactive flag that is searchable/filterable would be ideal. In our use case, we have many volunteers who take leave of absences, but do not want to leave the program. But because our Program Manager permissions only allows them to see "Active" status volunteers, it forces us to activate everyone and manage via the User Tags, which is less than ideal as it leaves room for human error with spelling issues and general data entry mistakes.
